1. Audience Engagement in Licensing Systems
Regulators and licensing bodies, in order to ensure the radio community are listening to their listeners, can require participative mechanisms to be accounted for when reviewing license applications for media organisations. Specific requirements may be stipulated, such as the presence of a complaints resolution procedure and official audience engagement policy. Some countries have a media co-regulatory body that includes representatives from both government and media (and often civil society). This body oversees complaints resolution and media governance issues, and can offer a “best of both worlds” approach. UNESCO talks with Rwanda's Media High Council, where media representatives are appointed by the relevant government minister.
